The 20-year roadway improvement plan identifies improvements to the arterial/collector and traffic control system needed to serve forecasted growth and travel demands. Anticipated 20-year service levels based on the roadway improvement plan are determined and levels of service for concurrency management are established. These agreements are tied to the land not land ownership. They are development standards that occur or exist concurrently to the underlying zone on the date the agreement was signed. Concomitant agreements may contain and are not limited to development criteria for utilities, street improvements, setbacks, and permitted or conditionally permitted uses. Over time concomitant agreements may, or may not, become outdated due to zone text amendments or rezones and are subsequently extinguished for a number of reasons. Extinguished concomitant agreements are not shown or kept within the database.</SPAN></P></DIV></DIV></DIV>
Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The feature class begins with 1987 casefiles because the city changed its zoning code that year. The feature class includes information found in case files about Condition Use Permits, Administrative Adjustments, and Variances for the City of Puyallup. Beginning in 2009 Administrative Conditional Use Permits were recorded. Case number nomenclature changed in July 2008 when a new permitting software was implemented. Cases are Denied, Approved, or Approved with Conditions. Since July 2008 cases Approved with Conditions are rarely noted as most cases are approved with canned conditions. Only when extraordinary conditions are imposed will there be a notation of Approved with Conditions. </SPAN></P></DIV></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>The Downtown Planned Action Area, adoption of Ordinance #3173 effective July 18, 2018, considers tools that promote economic development and downtown revitalization by implementing a "Planned Action" Environmental Impact Statement (PAEIS or EIS). The PAEIS will expedite the processing or projects that are consistent with the City's adopted plans for Downtown. The proposal also includes amendments to the City's Comprehensive Plan, including the Transportation Element, and Capital Facilities Plan, and the municipal Code. Municipal Code amendments would change development standards governing the size and scale of buildings and forms of parking that would result in greater building density and intensity, and a greater amount of population and employment.</SPAN></P></DIV></DIV></DIV>

Description: <DIV STYLE="text-align:Left;"><DIV><DIV><P><SPAN>This feature class shows locations of the historic places within incorporated City of Puyallup. It is Tax Parcel polygon based feature class of historic places that are listed on either the National, Washington State, Pierce County Historical Register or the City of Puyallup's (registry) historical preservation program</SPAN><SPAN STYLE="font-size:9pt">.</SPAN></P><P><SPAN>Ordinance #2986, effective September 11, 2011 established the City of Puyallup Register of Historic Places. Buildings placed on the Puyallup Register are included in this shapefile and are denoted as such. These properties also have a 'zone designation' of HR and are mapped on the City's Official Zoning Map found in City Hall. They are also noted on the online zoning map book. </SPAN></P><P><SPAN /></P></DIV></DIV></DIV>

A development agreement or a master plan is a contract between the City of Puyallup and a property owner/developer, through which the city agrees to freeze existing zoning regulations in exchange for public benefit. Development agreements and master plans are enforceable and are attractive tools when vesting of development rights is important for the long and short term health of a property/project. </SPAN></P><P><SPAN>Please read the Process Step for explanations to feature edits due to new information.
