Text and Figure 6-1 of the Draft Puyallup Shoreline Master Program (SMP), February 2014, created by ESA-Adolfson for the SMP update; clarks_creek_cntr_ln.shp (vector line file) and Puy_river.shp (vector polygn file). These shapefiles were derived from .dxf files historically used in AutoCAD drawings. They were compared to other hydrology resources, 1998 Orthophotography, provided by Pierce County and were found to be reasonably accurate. They are, however, not GPS spatially accurate; 1987 Shoreline Environments (1987 SMMP) were referenced but not used to create this dataset. It should be noted that due to the dynamic nature of water features over time OHWMs change. The puy_river.shp is a polygon shapefile which extends close to the shoreline but does not mark the OHWM of the river. The clarks_creek_cntr_ln.shp is a line feature class that does not come close to the shoreline of Clarks Creek. The shoreline, not the OHWM, can be anywhere from 20-30 feet on either side of the center line. For these reasons it is imperative to have a biologist establish the OHWM for Clarks Creek and the Puyallup River. Only then can the 200 foot shoreline environment be determined. The Shoreline Master Program was adopted by City Council by Ordinance #3076 on November 25, 2014 becoming effective December 26, 2014. The Washington State Department of Ecology conducted a final review of the locally adopted SMP from Jan 2015 through Sept 2015 outlining a set of required and recommended changes to the SMP for consistency with state statues (RCW 90.58 and WAC 173-27). By Ordinance #3101 the Puyallup City Council adopted the SMP with recommended changes from DOE on 24th of November 2015. Ordinance #3101 became effective on December 2, 2015. </otherCitDet>

<idPurp>This feature class is to be used to 'approximately' locate the 200 foot shoreline environment from the ordinary high water mark (OHWM) of the Puyallup River and Clarks Creek. The shoreline environments were created using the Clarks Creek centerline shapefile and Puyallup River polygon shapefile. Because this map was created using the afore mentioned sources (as apposed to the OHWM as required by the SMP), the shoreline environments shown here will extend further upland than depicted. As such these shoreline environments should be used as a reference only. Reports and field work conducted by qualified professional biologists are required to determine the true location of the OHWM/200 foot shoreline environment for any property along these waterways. The clarks_creek_cntr_ln.shp is a line feature class that does not come close to the shoreline of Clarks Creek. The shoreline, not the OHWM, can be anywhere from 20-30 feet on either side of the center line. For these reasons it is imperative to have a biologist establish the OHWM for Clarks Creek and the Puyallup River. The clarks creek buffer was split to create 2 polygons, one for each of the Clarks Creek shoreline environments. Topology was created so that coincident boundaries of the 2 new features could be edited cleanly. The puy river buffer and the clarks creek buffers were merged to create one feature class. Environments were assigned to each buffer per the SMP. </stepDesc>
<stepRat>The clarks_creek_cntr_ln.shp is a line feature class. It is not a polygon that goes from creek bank to creek bank. Rather than create a polygon to show the width of the creek it was decided to continue using the centerline file to create the buffer. Until such time as the biologists or surveryors create a dataset of the creek the centerline file will be used because the creek width will continue to be incorrect requiring field work to establish the OHWM. See Process Step for more information.</stepRat>
